ABOUT MASOUD SALIM MOHAMED

MASOUD SALIM took over as Managing Partner at Said Attorney and Associates in 2021. In his 8 years with the firm, Masoud has earned the reputation of  a passionate researcher and result-oriented lawyer. His close interaction and collaboration with the wider business community for nearly 15 years means that the young corporate lawyer has widened his network to include players from the public and private sectors.

Masoud’s ability to articulate his clients’ needs in a very convincing fashion, coupled with his vast network and unlimited access to regulators, and decision-makers puts him in a unique position to get the necessary approvals and ultimately, great results for his clients.

Salim’s specializations include energy, investment, tourism and real estate. He was recently appointed company secretary for the Real Estate Developers’ Association of Zanzibar (REDA) whose incorporation he oversaw just last year,  and has remained an invaluable asset to the Association especially when it comes to negotiating with the government. He was also part of the Drafting  Committee that delivered the Zanzibar Investment Act, 2023 which was assented by the President last month. His other recent contributions to legislation drafting include Carbon Trade Regulations, 2023,  and at the request of the Attorney General, he is currently reviewing (for stakeholder comments) the Arbitration Act, 2024.  

In practice, Masoud has advised various clients on property/hotels acquisition, energy projects and telecoms M&A. In 2020 he was the Zanzibar Lead Counsel on advising an international bank on a project for potential bulk liquids terminal at Mangapwani- Zanzibar, to be developed by Zanzibar Utilities Regulatory Authority (ZURA). He also led the team at Said Attorney and Associates last year, to advise an international client on legal and regulatory review for a project in renewable energy. Last year, Masoud and Said Attorneys (in  a consortium with 2 other firms) were short listed among two finalist consortiums to advise Tanzania Petroleum Development Company (TPDC) on the review of its Model Product Sharing Agreement (MPSA, 2013).

Currently, the team at Said Attorney led by Masoud, is advising a number of on-going projects and prospective investors. These multi-million dollars   projects include real estate developments, luxury hotels and resorts, carbon trade, renewable energy and construction as well as general investment advisory and strategy to the government and businesses.

These transactions and engagements have enriched Masoud’s experience and put him into close cooperation with reputable international and regional leading law firms as well as diplomatic missions. Masoud and the Firm have continued to be referred by both the UAE and Oman Consulates in Zanzibar, for their citizen seeking investment advisory.

Masoud holds an LLB from Zanzibar University and a Masters (with distinction) in International Commercial Law with Oil and Gas from the University of Reading, UK.
